The C64's meager memory made it very difficult to develop software for the system. The previous generation, the VIC-20, had hardware support for various memory types, and those were built into the machine.

A minimalistic and flexible operating system, the C64 operating system came in two flavors: ECSOS and MOSDOS. The former was a short-lived, easy to use system that could be used for high-performance operating systems, the latter was an improvement upon it and used an enhanced version of the 6502 processor's instruction set (the 64C+). Both systems were used for the VIC-40, C64, and later models. MOSDOS had a few more features, such as a multitasking kernel and improved graphics drivers, while ECSOS had fewer features but was easier to use. When the C64 was introduced, however, the C64's BIOS was the only BIOS that supported MOSDOS, and ECSOS had not yet been ported to the C64. Custom versions of MOSDOS were later made available by developer Steve Wozniak, who had developed MOSDOS as a replacement for Apple DOS. The ECSOS was never ported to the C64, due to lack of interest. ECSOS supported multitasking for as many as eight software processes, while MOSDOS could support multiple processes up to a maximum of four.
